Operational Autonomy

Operational autonomy is the relative autonomy through which a technological system, while dependent upon human purposes and institutional conditions, operates by automation, accumulation, repetition, and feedback in ways that cannot be fully reduced to an individual human being’s present will or direct command.

Operational autonomy is the relative operational capacity through which a technological system dependent on human design and resources continually produces causal effects irreducible to an individual human being’s present intention by means of automation, accumulation, repetition, and feedback.

작동적 자율성이란 인간의 설계와 자원에 의존하는 기술체계가 자동화·축적·반복·환류를 통해 개별 인간의 현재 의도에 환원되지 않는 인과적 효과를 지속적으로 발생시키는 상대적 작동 능력이다.
Problem statement
If technology is understood entirely as a human tool, it is difficult to explain how algorithms and platforms repeatedly produce and accumulate large-scale effects independently of any person’s present intention. If technology is treated as a fully autonomous subject, however, technological determinism and anthropomorphism follow. Operational autonomy distinguishes a relative mode of operation between these extremes.
